Offline validator for an Italian Partita IVA (VAT number): verifies the value is 11 numeric digits and recomputes the Luhn-like check digit (digits in odd positions summed as-is, digits in even positions doubled with 9 subtracted if the result exceeds 9, total summed and complemented mod 10) to confirm it matches the 11th digit.
